CST to EST: one hour, and why this one never moves
Central to Eastern is the most stable conversion in the United States — and the reason it is stable is exactly the reason IST to EST isn’t.
The short answer
Add 1 hour. 9am Central is 10am Eastern. 4pm Central is 5pm Eastern.
New York runs 1 hour ahead of Chicago in January and 1 hour ahead in July — identical, because both zones follow the same daylight-saving schedule and shift together.

Chicago, Dallas, Houston, Minneapolis and New Orleans are Central. New York, Atlanta, Miami and Boston are Eastern.
Why this gap is so dependable
Both zones sit inside the same national daylight-saving rule. On the March morning the clocks go forward, Chicago and New York move at the same instant. Both offsets change; the distance between them does not.

Compare this with IST to EST, where one side observes daylight saving and the other does not: that gap swings between 9:30 and 10:30 hours. A gap is stable when both sides change together, and only then.
The label trap still applies
The arithmetic is safe. The vocabulary is not.
For about eight months a year the correct abbreviations are CDT and EDT, not CST and EST. Writing “2pm CST” in July describes a time that is not in effect anywhere in the US. The conversion still comes out right if the reader assumes you meant Chicago — but a tool taking the offset literally will be an hour out. See EST vs EDT.

One thing to watch: CST is ambiguous abroad
CST also stands for China Standard Time (UTC+8) and Cuba Standard Time. If your thread includes anyone outside North America, “CST” can be read as a 13- or 14-hour difference rather than a one-hour one.
