Why do time zones exist?

Because trains kept crashing. Every town keeping its own solar time was fine until two places needed to agree on a timetable.

The short answer

Because railways made local solar time unworkable. Until the 1800s every town set noon by its own sun, so neighbouring towns differed by minutes and distant ones by more.

That was harmless until a timetable had to be correct at both ends of a line — at which point ambiguity about what time it was became a collision risk.

Before zones: every town its own clock

Noon was when the sun was highest where you were standing. Since the earth turns 15° an hour, a town 100 miles east of another had noon about seven minutes earlier.

Nobody minded. The fastest information moved at the speed of a horse, so a seven-minute discrepancy could not be detected, let alone matter.

The railway problem

Trains changed both variables at once: they moved fast enough to cross several local times in a day, and they ran on schedules that had to be correct simultaneously at many stations.

A timetable saying a train departs at 10:15 is meaningless if every station's 10:15 is a few minutes apart — and on a single-track line where trains pass at scheduled points, that ambiguity is a head-on collision.

Britain's railways adopted a single "railway time" based on Greenwich from the 1840s, initially running in parallel with local time; some station clocks had two minute hands. Legal standardisation followed in 1880.

The US had a worse version of the same problem — a continent-wide network and hundreds of local times. Railroads used dozens of different company standards, and the same station could be served by several.

On 18 November 1883, US and Canadian railroads adopted four standard zones by agreement — no legislation, just coordinated action. Cities reset their clocks that day, an event the newspapers called "the day of two noons," because in many places noon happened, clocks were set back, and noon happened again.

Federal law did not catch up until the Standard Time Act of 1918.

Greenwich, 1884

The following year, the International Meridian Conference in Washington adopted Greenwich as the prime meridian and the basis for a global system of hourly offsets.

Greenwich won largely because most of the world's shipping already used charts based on it — a practical majority rather than a principled choice. France abstained and kept Paris Mean Time as its legal reference until 1911.

Why they still exist

Because the alternative is worse.

A single global clock is periodically proposed: everyone uses UTC, and 03:00 simply means breakfast in one place and dinner in another. It removes conversion entirely.

It also removes the one thing clock time is actually good for — the shared assumption that "9am" means morning. Every schedule, opening hour and social convention would need a local translation instead, which is the same problem moved rather than solved.

So we keep zones, and we accept the conversion cost. The system is a compromise between the sun, which does not care about borders, and human beings, who very much do.
